When the rack-and-pinion is in a power-steering program, the rack includes a slightly different design.
Part of the rack contains a cylinder with a piston in the middle. The piston is linked to the rack. There are two liquid ports, one on either aspect of the piston. Providing higher-pressure fluid to one side of the piston forces 
the piston to go, which in turn movements the rack, offering the power assist.

There are applications where the gear rack is stationary, while the pinion traverses and others where in fact the pinion rotates upon a fixed axis while the gear rack moves.
